ECDS Vendors and XML Exchanges

TPRI does not have their exchanges ready. We worked with a district today and what they do have is the spreadsheet that you can download, but you still have to put the information into TEA's spreadsheet.

CLI Engage and TX-KEA will have their exchanges ready on April 16.

IStation should have their exchanges ready soon.

Remember that you must upload your Summer PEIMS before you can upload your ECDS Exchanges.

ECDS Information

On March 29th there will be an update to TSDS that will fix several things in ECDS.

40110-0135 ECDS - The rule text does not state that it only applies to the High Quality PK program.

42400-0068 ECDS - The rule is firing incorrectly when PRIMARY-PK-FUNDING-SOURCE is blank. The will be disabled in an upcoming software release.

View Reports - The ECDS reports status Text, "In Progress" is missing a space to separate the words.

Validate submission Data - LEAs will receive an error page when navigating to the Validate Submission Data page if they have not prepared their data first.

ECDO-000-002 Early Childhood Assessment Summary Report - The following assessments will display as 'Ready' regardless of Raw Score results entered.

  • BOY KG BASC-3 Spanish
ECDO-000-003 Early Childhood Assessment Pre-K Sources

Once these corrections are made, Region 14 ESC will begin to hold training or webcast for ECDS Kindergarten submissions. Remember that Summer 1 data must be uploaded into the EDM before we can upload our ECDS assessment data. The demographics for your students come from the Summer 1 PEIMS data. We have to wait on the Pre-K until both BOY and EOY assessments are completed. Feel free to contact me with any questions.

Istation Update for ECDS

Istation Home

I have heard from Istation Support Services. Here is what their response to my email on the XML Exchange for ECDS.

Our TEA Export will pull all fields of data required by the state of Texas in an XML format. Additionally, if a school does not have students unique ID numbers or birth dates, the report will not populate until the missing information is input into Istation and then the report can be rerun to pull the desired information in the XML format. Administrators or PEIMS coordinators having issues obtaining the report can call the support line at 1-866-883-7323, Option 2 and an agent can assist the user on the exporting process to ensure they are able to submit the report to the state of Texas. 

This sounds very helpful. Hopefully ECDS submissions will go much smoother this year. 

ECDS Reporting Update

CLI Engage's XML Download feature allows school districts and charter schools to download a fully-customized XML report for the Early Childhood Data System (ECDS). The XML report includes all required fields for ECDS uploads of child progress monitoring and assessment data.

The XML File Download feature is currently being updated for the 2047-18 school year. Both  Circle Progress Monitoring and Texas Kindergarten Entry Assessment data will be available for downloads using the XML File Download feature this year. We expect the feature to be available wining the next few weeks on CLI Engage. Additional information, including an updated how-to-guide, will be available soon.

If you haven't already, be sure to upload the TSDS IDs for your students into CLI Engage. This information is required for ECDS, and uploading this information now will ease reporting later in the Spring. Review the How-to Guide for more information.


If your organization will be reporting data to ECDS for 2017-18, please review the guidance when the CIRCLE Progress Monitoring (CPM) and Texas Kindergarten Entry Assessment (TX-KEA) measures for your prekindergarten and kindergarten classrooms.

TSDS PEIMS Information

The TSDS PEIMS 2017-2018 FALL First Submission is due December 7, 2017.

LEAs will be able to complete, approve, and accept submissions for the 2018 PEIMS Fall collection beginning October 30, 2017.

Hurricane Harvey Crisis Codes

Beginning Friday, October 13, 2017, LEAs must start submitting the new crisis codes, 5A, 5B, or 5C, when identifying students who were impacted by Hurricane Harvey.

LEAs who have loaded crisis code data prior to October 13th for the TSDS PEIMS Summer 1 collection will need to delete the data before reloading.

A TSDS Software Release is scheduled for October 20, 2017.

TEA performs regularly scheduled maintenance each Sunday from 5:00 am to 2:00 pm. During that timeframe there is no access to any TEA application and any scheduled DTU loads will not be processed.

October 20, 2018 Release to Fix Known Issues



  • The report is incorrectly grouping function codes if their object codes are greater than 8000.
  • The report is displaying incorrect totals for Contracted Instructional Staff by PIC.
  • The report is not displaying staff ethnicity.
  • The report is displaying incorrect staff counts due to staff with multiple role IDs being counted more than once.
  • The report currently only includes data for grades K-6. It should display data for all grade levels.
  • The Title I Part A calculations are including codes A and 8. It should calculate only for codes 6, 7, and 9.
  • The report may display "No Data to Report" for some campuses when selection each campus individually in the parameters selection.
  • The report is incorrectly including summer time movers when the report parameter selection is to 'only include' Presumed Underreported. The report is also not displaying correct counts for the 'Number of Students Reported Prior Year' total.
  • The report is not displaying Flexible Attendance Program Type Codes for students reported with a difference grade level for ESY services. LEAs can run the PDM4-130-002 FLEXIBLE ATTENDANCE DATA report to review Flexible Attendance Program Type Codes.
  • The report is displaying incorrect totals for Other Discrepancies.
  • The report is displaying incorrect Discrepancies totals.

2018 Crisis Code Data Submission

  1. What collection should the interchanges be submitted for?
    • 2017-2018 Summer 1st submission
  2. Can districts submit interchange files that contain additional complex types that are not required for the crisis code data submission?
    • All interchanges and complex types may be submitted. TEA will only use the required dat needed to report students with a crisis code indicator of 05 or 06.
  3. Will TSDS be applying all the normal loading validations and PEIMS edits to the files?
    • The data will only need to be loaded into the ODS. The only validation checks will be through the eDM against the XML files loaded. This set of data should not be Promoted to the TSDS PEIMS application.
  4. We have not yet updated the Summer collection interchanges with the updates required for 2017-2018, such as the removal of the Accountability Ratings from the EducationOrganization interchange for LEA and School. Will districts be able to upload files that do not yet conform to the Summer 2017-2018 specifications?
    • The accountability ratings will not allow the interchange to upload into the eDM. They were promptly removed as we were no longer mandated to collect them and TEA cannot collect data that is not mandated.
  5. What should LEAs do if they receive eDM errors when submitting crisis code data?
    • Have the LEAs submit a TIMS ticket to receive additional troubleshooting assistance.
  6. How will ESCs monitor who has submitted or should be submitting?
    • There is no way to know who should be submitting. This is an 'at will' submission
    • Region 14 has sent emails to all districts and gotten responses on who has received students.
  7. What if an LEA has campuses that are not open or may not be open by September 22nd?
    • If a campus is not open, they are not serving students with a crisis code 05. Therefore, that campus will not participate in this submission.
  8. Would a student who is now displaced and homeless but still attending the same campus, be enrolled with a crisis code indicator?
    • If the student is still going to their regular campus, they would not be coded with 05. However, they could not be coded as homeless since they are no longer residing at their home.

The TPEIR Education Reports website has recently published district-level Texas Public Kindergarten Programs and Kindergarten Readiness reports. These reports combine ECDS and PEIMS data from 2013-2014, 2014-2015, and 2015-2016 to provide information on Kindergarten enrollment and readiness for every Texas public school district.

This report provides, for individual school districts, enrollment data by demographic and student program categories. In addition, the report provides information regarding the Kindergarten readiness for all Kindergarten students and for those students who attended a public Pre-K program for at least 80 days in the previous year. Kindergarten information for individual schools will be available in the coming months.

Public Prekindergarten Programs and Enrollment Reports are already available through TPEIR at the state, LEA, and school levels. More Pre-K and Kindergarten related reports will be coming next year.

8/4/2017 - Fix Date

After selecting the download link, users are receiving a "Sorry! An error has occurred" message.
Running the process a few times will clear the error and allow users to download the report.

CTE Program data did not promote into PEIMS for student with a CTE indicator Code of "0" in the Student Program Complex Type.


NON-CAMPUS-BASED-INSTRUCTION-CODE (E1072) is not updating in ODS for the PEIMS Summber submission.
If you are updating data for E1072, you must run the following delete utility function before reloading:

When accessing the TSDS Portal using IE11 with Windows 10, selecting any of the TSDS applications re-directs the user back to the TEAL access page.


The following reports are duplicating assessment data for students who had two different teachers.

TSDS ECDS (Early Childhood Data System) Update

Just wanted to keep all my wonderful people in the loop. There have been no trainings at the ESC for you guys yet! Summer PEIMS must be uploaded into the eDM before we can upload our ECDS exchanges. I will be having webinars and face to face trainings at the ESC.

I have been studying the spreadsheet and at the bottom I am posting the link to the spreadsheet and TEDS. You will notice a lot of the information we submitted last year will be submitted through the Summer PEIMS submission. Most of our districts use ISIP or TPRI for Pre-K and Kinder assessments. Whatever you use for Kinder, go ahead and download your assessments. Take a look at your spreadsheet and your download and see what matches. I will send out a notification for a webinar soon.

ECDS Kindergarten Collection

The prepare funcionality for the Kindergarten collection is now enabled. Pleaase be sure that your district has loaded their PEIMS Summer data and TSDS Kinder Assessment data into the ODS before running the prepare function.

Public and Private Pre-K Collections

The 2016-2017 ECDS Public and Private Pre-K preate functionality and reports are currently disabled. They will be re-enabled after quality assurance checks habe been performed.

The 2016-2017 ECDS Conversion and Validation Tool is available on the TSDS/TEAL site under Support.

Please download versions 3.62. Before you download the newest version, delete your older version from you PC or Mac.

eDM Error Dictionary

eDM errors can now be searched from within the TSDS Knowledge Base. To search for eDM errors, you can use the heat map on your TIMS dashboard or the quick search function.


The TSDS PEIMS 2016-2017 Fall Resubmission  due date is January 19, 2017.

When running the report by individually selecting each campus, the report returns "No Data to Report" even when there is data. The work around is to select the "All Campuses" Parameter.  TBD

NOTE:  TSDS PEIMS Fall Submission does not include a Fatal validation rule to force a Title I indicator code for all students. Please review your Title I Program reports for an accurate representation of the students parcipation in the Title I Program. 

Reports PDM1-120-012 Student Indicator Report by Grade and PDM1-120-009 TSDS PEIMS Disaggregation of PEIMS Student Data would be good sources to verify Title I Indicator data. '0' is a valid code.

Shows a count of Minor/Major discrepancies but the staff are not on the PDM1-610-002 Report. This will be addressed as an enhancement.


Lower case race codes are being allowed in the Batch Upload file.

Raced codes should be submitted as upper case. This may cause a Fatal for edit 40100-0135.

This training covers the use of the Validation Tool, scheduling loads using the Data Transfer Utility (DTU) and uploading PEIMS interchange files using the eDM Data Load system as well as managing the data loaded into the TEA ODS. This is part 1 of the 2 required training's for TSDS districts. This training will be offered again in the Fall along with the TSDS PEIMS training.

SBOE Approves Two Computer Science Rule Changes

This was reported by TCEA on April 10, 2016 by Jennifer Bergland. 
The State Board of Education took up and approved two computer science-related issues on April 8. The details of both issues were included in an earlier blog post. One of the changes made permanent the current list of computer science courses that can substitute for two LOTE (Languages Other Than English) graduation credits. The three courses are Computer Science I, Computer Science II, and Computer Science III. The SBOE also voted to add AP Computer Science Principles to the Technology Applications curriculum strand. TEA has indicated that they will have a PEIMS number for this course available sometime in July. After a year of implementation, TEA will receive feedback from districts before recommending the placement of AP Computer Science Principles in an endorsement.

Working on WAVE 2 TSDS PEIMS Access

Region 14 is now working on getting approval for all WAVE 2 districts and ESC personnel access to TSDS PEIMS. Each PEIMS person will need to get PEIMS Data Completer, ODS Data Loader, and TIMS Level 1. Your superintendent will need to approve your roles. Your district may have a secondary approver to help the superintendent with approving roles. An email has gone to the superintendents making them aware of these upcoming requests. The WAVE 1 and WAVE 2 districts are listed in an early post below.

Spring Trainings

Region 14 has scheduled our TxEIS and TSDS Spring Workshops. I will list them here, but the calendar has a link that takes you straight to PITSTOP. We have so many districts in TSDS Wave 2 that we are offering the workshops twice. The workshops will be held in our labs so we can give you hands on experience with the applications. Seating is limited, therefore we will be monitoring registration and may have to move some people to a different day to accommodate everyone. Wave 2 districts will have first choice. Wave 1 districts may come for refresher if you would like to attend.

Merry Christmas and Happy New Year from the TSDS Team at Region 14

100% of our districts in Region 14 have submitted their kindergarten assessments. I want to thank everyone for their hard work this year. Liz Hatch and Lucy Bissop have been awesome to work with while I was getting my feet on the ground this first year. Next year it will be me and you guys getting this done, but we can do it.

As soon as we get the Spring workshops scheduled, I will get an email out and get them on the website and blog calendars.

We want to wish everyone a very Merry Christmas and a safe and Happy New Year.

Big Changes from the Legislature

TSDS users will be seeing a number of changes over the next year in response to new legislation passed by the Texas State Legislature: 

New Prekindergarten Programs

The state is providing financial incentives to LEAs to enact or expand prekindergarten programs (HB4). In return the legislature is requiring additional program data to ensure that these programs meet quality standards and to track how effective prekindergarten education is improving later educational outcomes. Prekindergartens will submit their new data through TSDS in 2016-17.

Other Changes

In addition, bills that revise graduation requirements (SB 149), decriminalize truancy (HB 2398), and change how the length of a school year is calculated (HB 2610), among others, will require updates to TSDS PEIMS in the upcoming year.

Today was great! We had 31 districts upload their Kindergarten Spreadsheet through TSDS today at Region 14. We had headaches, heartaches, laughs, and loads of fun. We learned from each other and many new tricks of the trade. Thanks to everyone who came and participated.

Update on TSDS PEIMS

There will be a deployment of fixes this Friday, November 6th. The new Delete Utility may be in that deployment. If it is not ready it will be released early next week. We may do another webinar to demonstrate how and when to use this new tool.

Don't forget that the TSDS ECDS Kindergarten upload is due to TEA by December 18th. We have been able to get the filled in spreadsheet out to all but one of our TxEIS users. Don't forget to sign up for the hands on training day November 12th. There will be two sessions 9:00 and 1:00. Bring your flashdrive with the completed spreadsheet and we will get it uploaded through TSDS to TEA.

What's the difference between PEIMS, the PDM, and EDIT+?

PEIMS itself is the legislatively mandated set of data collected by TEA about public education, including student, staff, course, financial, and organizational information. EDIT+ is the legacy application for loading, validating, and submitting PEIMS data to TEA. TSDS PEIMS is replacing the legacy system. In TSDS, the PEIMS Data Mart (PDM) holds data that users promote from the Operational Data Store(ODS) before it is finalized; users manage this process in the new TSDS PEIMS application.

Why is TEA replacing EDIT +?

EDIT + is built on an outdated architecture and has reached the limit of its ability to handle the amount of data that is currently being submitted. A new PEIMS system will be more cost effective, timely, and accurate and will provide LEAs with a better tool to submit their data.

Will LEAs still be able to validate and correct PEIMS submissions? How will the extraction and validation process work?

Yes. The Texas Student Data System (TSDS) supplies new tools for validating, but the overall process is similar. Users' SISs and other local education data systems will generate extracts of PEIMS data. They can run the data through a local copy of the validation tool to fix errors before loading. The extract will then be pulled to the Operational Data Store (ODS). From the ODS, the LEA users will promote the data to the PDM, where they can validate their data and review error reports. Users will then correct the errors in their source systems and reload their data. However, unlike the current EDIT+ system, the new system will allow partial promotions to PEIMS that can be used to compile and then complete a submission. Will TSDS continue to collect the organization, finance, staff, student, and course data that are currently collected for PEIMS?

Yes. TSDS will continue to collect data from all five of these areas. The majority of SIS vendors in Texas have participated in the PEIMS Early Adopter process, so they have been able to test their systems’ ability to create TEDS-compliant extracts. Kindergarten Data Submission Collection opens October 5, 2015 and closes on December 18, 2015. We will be scheduling a training and date for upload of your data at Region 14 ESC.  We will send out a date as soon as we get the final information from TEA and TSDS. The data collection includes student demographics and assessments. Districts who administer the Commissioner's List of Reading Instruments are required to collect and report this data. There will be a "To the Administrator Addressed Letter" going out this week with the approved assessment list. Remember we are here for you and will assist you in any way that we can.

Kindergarten is mandatory again this year, but Pre-Kindergarten in optional.

The tentative date of release of the TAA (To the Administrator Addressed) letter is the week of September 25th with the ECDS kindergarten collection opening on October 5th. The 2015-2016 ECDS Spreadsheet and Section 10 information will be available in TEDS once the TAA letter is sent out to the LEAs.
