TSDS ECDS (Early Childhood Data System) Update

Just wanted to keep all my wonderful people in the loop. There have been no trainings at the ESC for you guys yet! Summer PEIMS must be uploaded into the eDM before we can upload our ECDS exchanges. I will be having webinars and face to face trainings at the ESC.

I have been studying the spreadsheet and at the bottom I am posting the link to the spreadsheet and TEDS. You will notice a lot of the information we submitted last year will be submitted through the Summer PEIMS submission. Most of our districts use ISIP or TPRI for Pre-K and Kinder assessments. Whatever you use for Kinder, go ahead and download your assessments. Take a look at your spreadsheet and your download and see what matches. I will send out a notification for a webinar soon.

ECDS Update - February 16, 2017


ECDS Kindergarten Collection

The prepare funcionality for the Kindergarten collection is now enabled. Pleaase be sure that your district has loaded their PEIMS Summer data and TSDS Kinder Assessment data into the ODS before running the prepare function.

Public and Private Pre-K Collections

The 2016-2017 ECDS Public and Private Pre-K preate functionality and reports are currently disabled. They will be re-enabled after quality assurance checks habe been performed.

The ECDS Kindergarten and Prekindergarten To the Administrator Addressed Letter (TAA) has been published. Please click the link below for more information.


Validation Tool

The TSDS Validation Tool has been updated to version 3.64. Please download this latest version or update directly through the application's Help menu.

Inactive campuses are displaying on the report, lhowever there is no data is being reported for these campuses.

LEAs are not receiving an email notification when their submission is accepted by the ESC.

The 2016-2017 ECDS Conversion and Validation Tool is available on the TSDS/TEAL site under Support.

Please download versions 3.62. Before you download the newest version, delete your older version from you PC or Mac.

eDM Error Dictionary

eDM errors can now be searched from within the TSDS Knowledge Base. To search for eDM errors, you can use the heat map on your TIMS dashboard or the quick search function.


The TSDS PEIMS 2016-2017 Fall Resubmission  due date is January 19, 2017.

When running the report by individually selecting each campus, the report returns "No Data to Report" even when there is data. The work around is to select the "All Campuses" Parameter.  TBD

NOTE:  TSDS PEIMS Fall Submission does not include a Fatal validation rule to force a Title I indicator code for all students. Please review your Title I Program reports for an accurate representation of the students parcipation in the Title I Program. 

Reports PDM1-120-012 Student Indicator Report by Grade and PDM1-120-009 TSDS PEIMS Disaggregation of PEIMS Student Data would be good sources to verify Title I Indicator data. '0' is a valid code.

Shows a count of Minor/Major discrepancies but the staff are not on the PDM1-610-002 Report. This will be addressed as an enhancement.


Lower case race codes are being allowed in the Batch Upload file.

Raced codes should be submitted as upper case. This may cause a Fatal for edit 40100-0135.

Update November 10, 2016

A TSDS Software release was done on November 9, 2016. The release included an update to the following Delete Utility function to correct an issue where student Title I Part A records were not being deleted:

TEA Education Agency Mantenance

TEA performs regularly scheduled maintenance each Sunday from 5:00 am to 2:00 pm.  During that timeframe there is no access to any TEA application and any scheduled DTU loads will not be processed.

Summer TSDS Professional Development

TSDS Technical Training

This training covers the use of the Validation Tool, scheduling loads using the Data Transfer Utility (DTU) and uploading PEIMS interchange files using the eDM Data Load system as well as managing the data loaded into the TEA ODS. This is part 1 of the 2 required training's for TSDS districts. This training will be offered again in the Fall along with the TSDS PEIMS training.

SBOE Approves Two Computer Science Rule Changes

This was reported by TCEA on April 10, 2016 by Jennifer Bergland. 
The State Board of Education took up and approved two computer science-related issues on April 8. The details of both issues were included in an earlier blog post. One of the changes made permanent the current list of computer science courses that can substitute for two LOTE (Languages Other Than English) graduation credits. The three courses are Computer Science I, Computer Science II, and Computer Science III. The SBOE also voted to add AP Computer Science Principles to the Technology Applications curriculum strand. TEA has indicated that they will have a PEIMS number for this course available sometime in July. After a year of implementation, TEA will receive feedback from districts before recommending the placement of AP Computer Science Principles in an endorsement.

Working on WAVE 2 TSDS PEIMS Access

Region 14 is now working on getting approval for all WAVE 2 districts and ESC personnel access to TSDS PEIMS. Each PEIMS person will need to get PEIMS Data Completer, ODS Data Loader, and TIMS Level 1. Your superintendent will need to approve your roles. Your district may have a secondary approver to help the superintendent with approving roles. An email has gone to the superintendents making them aware of these upcoming requests. The WAVE 1 and WAVE 2 districts are listed in an early post below.

Spring Trainings

Region 14 has scheduled our TxEIS and TSDS Spring Workshops. I will list them here, but the calendar has a link that takes you straight to PITSTOP. We have so many districts in TSDS Wave 2 that we are offering the workshops twice. The workshops will be held in our labs so we can give you hands on experience with the applications. Seating is limited, therefore we will be monitoring registration and may have to move some people to a different day to accommodate everyone. Wave 2 districts will have first choice. Wave 1 districts may come for refresher if you would like to attend.

Merry Christmas and Happy New Year from the TSDS Team at Region 14

100% of our districts in Region 14 have submitted their kindergarten assessments. I want to thank everyone for their hard work this year. Liz Hatch and Lucy Bissop have been awesome to work with while I was getting my feet on the ground this first year. Next year it will be me and you guys getting this done, but we can do it.

As soon as we get the Spring workshops scheduled, I will get an email out and get them on the website and blog calendars.

We want to wish everyone a very Merry Christmas and a safe and Happy New Year.

Big Changes from the Legislature

TSDS users will be seeing a number of changes over the next year in response to new legislation passed by the Texas State Legislature: 

New Prekindergarten Programs

The state is providing financial incentives to LEAs to enact or expand prekindergarten programs (HB4). In return the legislature is requiring additional program data to ensure that these programs meet quality standards and to track how effective prekindergarten education is improving later educational outcomes. Prekindergartens will submit their new data through TSDS in 2016-17.

Other Changes

In addition, bills that revise graduation requirements (SB 149), decriminalize truancy (HB 2398), and change how the length of a school year is calculated (HB 2610), among others, will require updates to TSDS PEIMS in the upcoming year.

Today was great! We had 31 districts upload their Kindergarten Spreadsheet through TSDS today at Region 14. We had headaches, heartaches, laughs, and loads of fun. We learned from each other and many new tricks of the trade. Thanks to everyone who came and participated.

Update on TSDS PEIMS

There will be a deployment of fixes this Friday, November 6th. The new Delete Utility may be in that deployment. If it is not ready it will be released early next week. We may do another webinar to demonstrate how and when to use this new tool.

Don't forget that the TSDS ECDS Kindergarten upload is due to TEA by December 18th. We have been able to get the filled in spreadsheet out to all but one of our TxEIS users. Don't forget to sign up for the hands on training day November 12th. There will be two sessions 9:00 and 1:00. Bring your flashdrive with the completed spreadsheet and we will get it uploaded through TSDS to TEA.

TSDS Fall/Mid-Year PEIMS Extract Training

This training is part of the TSDS series of trainings offered by Region 14. We will review the extract process for Fall/Mid-Year PEIMS using the new TSDS PEIMS. We will demonstrate in the morning and we will be available for a work day in the afternoon using the live database. This training will be available through DL.

What's the difference between PEIMS, the PDM, and EDIT+?

PEIMS itself is the legislatively mandated set of data collected by TEA about public education, including student, staff, course, financial, and organizational information. EDIT+ is the legacy application for loading, validating, and submitting PEIMS data to TEA. TSDS PEIMS is replacing the legacy system. In TSDS, the PEIMS Data Mart (PDM) holds data that users promote from the Operational Data Store(ODS) before it is finalized; users manage this process in the new TSDS PEIMS application.

Why is TEA replacing EDIT +?

EDIT + is built on an outdated architecture and has reached the limit of its ability to handle the amount of data that is currently being submitted. A new PEIMS system will be more cost effective, timely, and accurate and will provide LEAs with a better tool to submit their data.

Will LEAs still be able to validate and correct PEIMS submissions? How will the extraction and validation process work?

Yes. The Texas Student Data System (TSDS) supplies new tools for validating, but the overall process is similar. Users' SISs and other local education data systems will generate extracts of PEIMS data. They can run the data through a local copy of the validation tool to fix errors before loading. The extract will then be pulled to the Operational Data Store (ODS). From the ODS, the LEA users will promote the data to the PDM, where they can validate their data and review error reports. Users will then correct the errors in their source systems and reload their data. However, unlike the current EDIT+ system, the new system will allow partial promotions to PEIMS that can be used to compile and then complete a submission. See the Feature Comparison for a more detailed description of the differences between the new and old systems.

Will TSDS continue to collect the organization, finance, staff, student, and course data that are currently collected for PEIMS?

Yes. TSDS will continue to collect data from all five of these areas. The majority of SIS vendors in Texas have participated in the PEIMS Early Adopter process, so they have been able to test their systems’ ability to create TEDS-compliant extracts. Kindergarten Data Submission Collection opens October 5, 2015 and closes on December 18, 2015. We will be scheduling a training and date for upload of your data at Region 14 ESC.  We will send out a date as soon as we get the final information from TEA and TSDS. The data collection includes student demographics and assessments. Districts who administer the Commissioner's List of Reading Instruments are required to collect and report this data. There will be a "To the Administrator Addressed Letter" going out this week with the approved assessment list. Remember we are here for you and will assist you in any way that we can.

Kindergarten is mandatory again this year, but Pre-Kindergarten in optional.

The tentative date of release of the TAA (To the Administrator Addressed) letter is the week of September 25th with the ECDS kindergarten collection opening on October 5th. The 2015-2016 ECDS Spreadsheet and Section 10 information will be available in TEDS once the TAA letter is sent out to the LEAs.

TPEIR Public Reports

What is the TPEIR?

The Texas P-20 Public Education Information Resource is a longitudinal data warehouse that links students from pre-K through enrollment and graduation from Texas colleges (P-20). It is managed by TEA in partnership with the Texas Higher Education Coordination Board.

In addition to 20+ years of P-12 and higher education data from Texas colleges and universities and information on teacher certification and teacher preparation programs, the warehouse has been expanded to link critical missing pre-kindergarten, college readiness, and workforce (wage, industry, and employment) data.

TPEIR allows for the analysis of student data from the enrollment into the public education system through matriculation and graduation from Texas colleges and into the labor market.

As such, Texas has the ability to evaluate the effectiveness of P-12 programs based on how well they prepare students to contribute to the 21st-century workforce.

How will the studentGPS Dashboards benefit my district?

  1. The dashboards will flag emerging issues such as problems in attendance, class work, and test performance as early as possible.
  2. These early warning flags will help teachers adjust their instruction to reverse negative academic trends.
  3. The student GPS Dashboards will provide instant access to analyzed data, instead of requiring requests to a data analyst for ad hoc reports.
  4. Loading dashboard data to TSDS is strictly optional. Local education agencies (LEAs--Texas school districts and charter schools) have no obligation to use the Dashboard Data Mart (DDM) or the studentGPS Dashboards. However, they provide a rich, sophisticated, empirical approach to teaching that help schools, classes, and individual students get more from their educational opportunities.

Last Post for This Topic

Accountability will continually change and we will continually adjust to those changes. I want to thank each and everyone of you that have followed me on my blog for DTCs, CTCs, Title I and Accountability. It has been a roller-coaster ride. I am moving into a new position at Region 14 ESC tomorrow, September 1, 2015. I will be working in the Technology Department as a TSDS Consultant. I will be posting information about  this in the future. This is coming from HB5 and you know I have been a part of HB5 since the beginning.

I have been fortunate to work with wonderful people at the service center and in the districts.  I will continue to work with wonderful people, just widening my circle. I am not severing any ties. So don't hesitate to call or come by to see me.

Information from the Assessment TETN August 26, 2015

ETS will take over the STAAR A, STAAR L, STAAR 3-8, and ECO testing. Their system will be called TOMS (Test Operations Management System).

Pearson will use TAMS for TAKS in the October testing cycle only.

Pearson will begin using Pearson Access Next on October 12 for TELPAS, STAAR ALT, and TAKS (TAKS after October).

There will be training webinars on these new systems and information will be coming later.

SB 2349 will be posted in the Texas register soon. This bill will align testing so that students moving to Texas or being home schooled will not have to take an EOC if they come into your district with a credit in a tested course. This replaces the rule that said that the student had to have credit before September 1, 2014 to not test.

Information on July EOCs and SB 149

As a reminder, SB 149 allows students to use the TSI exam and one of the substitute assessments. Here are some guidelines if you have students who qualify:

1. To use TSI ELA to substitute for English 2 EOC, students must be proficient on both the Reading and the Writing portions of TSI.

2. To use TSI Math to substitute for Algebra I EOC, students must be proficient on the Math portion of TSI.

3. This applies to Juniors and Seniors as of this school year 2014-15. So look through both classes to find these students as you prepare for July Retest

4. Students must take the assessment once as their initial test and they MUST take a retest before you can use this as a substitute assessment.

Example 1: Student still needs a passing score on the Algebra I EOC and took it in their freshman year and is now a junior (cohort of 2016). They’ve sat for the original test in their freshman year and the retests during their sophomore and junior year. They have scored proficient on the Math portion of the TSI. This July they do not need to retest, you will bubble “Substitute Assessment” on their answer document. They no longer need to retest.

Example 2: A student takes the English 2 assessment as a senior this year for the first time and took the English 2 exam in the spring of 2015 but did not pass. This student took the TSI ELA and scored proficient on Reading and Writing. This student must be given an opportunity to retest this summer in the July administration before you can code the “Substitute Assessment”.

5. This provision ONLY works for the Algebra I and English 2 exams. No other EOCs can have the TSI applied to them.

6. Be sure to keep documentation in the students records for the use of this provision since it is set to expire in 2017.

7. You will comb through your testing in December this way as well.

8. Encourage students who are Juniors and Seniors to inform their counselor of their TSI performance.

TEA Releases Preliminary Statewide STAAR® Grades 3–8 Passing Rates

Seventy-six percent of sixth-grade students passed the STAAR reading test. Reading scores for grades 3, 4 and 7 showed a slight increase or remained the same from 2013–2014.


STAAR writing tests were administered in grades 4 and 7. Seventy-two percent of 7th graders passed the writing test, an increase of two percentage points over 2013–2014.


Fifth graders posted a preliminary passing rate of 72 percent in STAAR science. The eighth-grade passing rate in science was 70 percent, the same as it was in 2013–2014.


In addition, eighth graders posted a 64 percent passing rate in social studies, an increase of three percentage points over 2013–2014 scores.


Passing rates for STAAR mathematics tests in grade 3 through 8 are not available at this time. Parents and districts will receive raw scores that show the number of questions correctly answered on math tests this year. The passing standards must be reset because of the substantial changes made to the STAAR math tests based on the new state curriculum. Standard-setting for the (adjusted) mathematics tests will occur this summer. Commissioner of Education Michael Williams announced in April that results of STAAR in mathematics for grades 3–8 will be excluded from the 2015 state accountability system.
